The Los Angeles City Council has formally awarded smart mobility technology company Verra Mobility a contract to design, build, operate, and maintain a speed safety programme across the city and county of Los Angeles.
Working alongside the Los Angeles Department of Transportation (LADOT), Verra Mobility will implement speed safety systems at 125 sites along high-injury and crash corridors. Many locations will use multiple approaches to address speeding in both directions, with sites selected using data on high-speed driving and speed-related collisions throughout the city. All 125 locations are expected to be operational by the end of 2026.
Los Angeles is one of six cities participating in a pilot programme under Assembly Bill 645 (AB 645), which permits speed safety initiatives aimed at reducing excessive speeding, saving lives, and improving street safety by modifying driver behaviour.

Verra Mobility already operates speed safety programmes in San Francisco and Oakland. Cities where the technology has been deployed have recorded speeding reductions of up to 94%. San Francisco’s programme has been credited with a 50% decline in traffic fatalities over the past year and an 80% reduction in speeding after its first year of operation.
In Los Angeles, speeding was a factor in 16% of all fatal and severe crashes between 2017 and 2021, according to the Speed Safety System Impact Report. In 2024, more than 300 people were killed in traffic collisions in the city, with one in five of those deaths attributed to speeding.
Under AB 645 requirements, the programme will incorporate data and privacy protections, equitable fines, and community education measures. Los Angeles minority business enterprise Morgner Construction Management has been contracted to carry out on-the-ground construction and camera installation.
Verra Mobility previously delivered California’s first speed safety programme in San Francisco and the first red-light camera safety programme under SB 720 legislation in Mountain House.
