Since their introduction, public discourse around speed cameras has been ‘vigorous’. Objectively, they are an effective safety tool, reliably delivering behavioural changes for risk reduction. However, some suspect them to be just a mechanism for local authorities to raise money from motorists who happen to drift fractionally over the limit for (what they might claim to be!) a momentary lapse in otherwise exemplary driving behaviour.
Anecdotal evidence can feed these suspicions, sometimes embellished by exaggerated or erroneous beliefs. That said, these beliefs are occasionally reinforced by a high profile case. England’s National Highways, recently had a misalignment between updates to variable speed limit signs and enforcement by associated cameras. For drivers affected, penalties had to be withdrawn and refunded.
Such errors aside, at the most basic level, speed cameras only generate revenue when a driver causes their vehicle to exceed the speed limit. A camera does not create the offence, it merely records it — but public acceptance can hinge on whether the speed limit and enforcement thereof is considered to be ‘reasonable’.
Drivers’ judgements about what constitutes a ‘reasonable’ speed for a road can be based on a variety of factors, including road width, sightlines, traffic density, the behaviour of surrounding vehicles and the presence of vulnerable road users. When the limit does not align with visual and contextual cues, enforcement can feel arbitrary. Then, the camera can be perceived not as a safety tool but as a trap. Wales has seen a huge reduction in deaths and serious injuries on its roads through the widespread adoption of 20mph speed limits on restricted roads but it has introduced clearer guidance for councils to be able to increase speed limits to 30mph where this can be done safely and aligns more closely with drivers’ expectations.
Behavioural science consistently shows that individuals are more likely to comply with rules they believe are legitimate and designed for collective benefit. Where enforcement is seen primarily as punitive, it risks undermining public trust. The challenge for authorities is therefore not “Public acceptance can hinge on whether the speed limit is thought ‘reasonable’” simply to enforce limits but to design for legitimacy, making it clear why the limit set and what risk is being managed. When these factors are visible and communicated clearly, enforcement is more readily understood as protective rather than extractive.

Technology also has a role to play. Modern enforcement systems can be integrated into wider Safe System strategies, supported by data on collisions, speeds and near misses. This evidence helps shift the conversation from punishment to prevention. Similarly, vehicle-based technologies are starting to have a greater influence, whether this is telematics for insurance or the introduction of intelligent speed assistance systems — now mandatory on vehicles sold in Europe — which support drivers in complying with speed limits (see page 33).
The debate about speed cameras is really about the relationship between system design, public understanding of risk and human behaviour. If drivers perceive enforcement as fair, proportionate and linked to safety outcomes, compliance becomes less about fear of a fine and more about delivering on a shared responsibility. In that sense, the most effective speed camera is not the one that issues the most penalties but the one that changes behaviour so effectively that it issues none at all.
