Cavnue, a wholly owned subsidiary of Consor Engineers based in Richmond, Virginia, has been awarded a contract by the Virginia Department of Transportation (VDOT) to deliver a next-generation traffic operations data service on Interstate 95 in the Richmond region.
The project will deploy Cavnue’s Smart Road Platform as a managed service, establishing lane-level visibility across the full north–south corridor. The system is designed to support incident detection, traffic operations, and corridor management for both connected and non-connected vehicles on one of Virginia’s busiest routes.

How the platform works
Cavnue’s Smart Road Platform integrates roadside infrastructure into a unified system providing continuous, lane-level awareness of roadway conditions. Traffic operations centres (TOCs) gain the ability to detect hazards earlier and co-ordinate responses before situations escalate, rather than reacting to incidents after they occur.
Accelerated incident detection will allow VDOT to dispatch emergency teams more quickly and clear roadways faster, reducing the risk of secondary crashes. The real-time visibility will also support improved management of work zones, providing clearer driver guidance and better protection for roadway workers.
The platform is designed to operate without collecting personally identifiable information (PII), with all data used solely to support roadway safety and operational efficiency.
“This project represents a meaningful step forward in how major corridors in Virginia are operated and managed,” adds Duvall.
Deployment and operations
Under the contract, Cavnue will oversee deployment, operations, and maintenance of all technology capabilities on the I-95 corridor. The Virginia project follows Cavnue’s delivery of intelligent infrastructure on other high-speed, high-volume corridors across the United States.
The I-95 corridor serves thousands of drivers and freight operators daily, making consistent travel conditions and rapid incident response a priority for VDOT and state transport planners.
