The Dutch transport authority, RDW, has announced that it has awarded the contract for a new satellite-based electronic tolling system for trucks to Triangle, a consortium led by the Portuguese company Via Verde.
Triangle, which includes partners Yunex Traffic and Ascendi O&M, will be responsible for implementing and managing the toll collection system. This system will operate on highways and select national and municipal roads throughout the Netherlands.
The new truck levy is scheduled to begin in July 2026. Under this system, truck owners will pay per kilometer driven on designated roads. To facilitate this, Triangle will provide the necessary on-board equipment for trucks and manage the operational back office for the satellite-based tolling system.
RDW’s agreement with Triangle spans 10 years, with the possibility of extension. This contract award marks a crucial milestone in the Dutch government’s plan to introduce the truck levy by 2026. At the same time the Eurovignette will be abolished, and motor vehicle tax for trucks will be reduced to a minimum.
Truck owners will have a choice between Triangle and other European operating service providers (EETS providers) for toll payment and net proceeds from the levy will fund subsidies for sustainability and innovation in road transport.
“The contract we have won through a European tender for the truck toll on the Dutch road network will be an example for other countries opting for smart and sustainable mobility,” says Eduardo Ramos, CEO of Via Verde and leader of Triangle, emphasized the project’s significance:
Jantina Woudstra, general manager of the RDW, highlighted the importance of accessibility in the new system: “It is important that the services of Triangle and its partners are easy to use and accessible to all truck owners. In Triangle, we have found a partner who can make this happen.”
The implementation of this new system involves collaboration between several Dutch government agencies. The RDW, serving as the central executor, is working alongside the Central Judicial Collection Agency, Rijkswaterstaat, and the Environment and Transport Inspectorate to realize the levy system on behalf of the Ministry of Infrastructure and Water Management.
