Dahua deploys camera-based ITS network in Mongolia’s capital city

One of the world’s largest suppliers of CCTV and video surveillance equipment, Chinese company Dahua Technology Co., has deployed a new ITS (intelligent transportation system) solution in Mongolia’s capital and largest city, Ulaanbaatar.

With a population over 1.3 million, the number of vehicles in Ulaanbaatar has risen by more than 300,000 over the past decade. As the political and cultural center of Mongolia, the increasing number of inhabitants and vehicles within the city has caused a series of social, environmental, and transportation problems.

In recent years, the government of Ulaanbaatar has prioritized the improvement of traffic management in the city, and identified the need for a cost-effective solution to help control speeding, traffic light violations, and other road safety related issues. Due to the high-altitude geography of the city, the project would be particularly demanding on the monitoring equipment, which would need to withstand its harsh environment.

Dahua has now deployed a sophisticated ITS solution that has integrated advanced software and hardware including sensors, information and data processing, and physical electronics and communication technologies to assist Ulaanbaatar’s transportation department in enhancing the safety and efficiency of its road network.

Based on advanced intelligent algorithms, Dahua has provided the city with a cutting-edge ITS solution consisting of: an ALPR (automatic license plate recognition) system for 28 main roads; an E-police system for eight junctions; two mobile speed measurement systems, as well as 15 high-spot PTZ (pan-tilt-zoom) surveillance units.

As there are no current systems for LPR in the country, the Dahua team worked in collaboration with a partner to create a customized Mongolian LPR algorithm. This was then integrated into Dahua’s traffic cameras, achieving a reliable recognition rate. The company’s traffic cameras installed on the city’s significant main roads are able to function between a temperature of -40℃ ~+80℃ and a 10%~90% humidity environment. The cameras actively monitor and inspect each suspicious vehicle, and automatically capture their license plates in real time, sending an automatic alert when blacklisted vehicles pass by.

The monitoring equipment set up at the eight junctions helps the Ulaanbaatar transportation authority make quick responses to traffic accidents that are caused by red-light running. When a violation occurs, the Dahua all-in-one capture camera takes a series of images of the vehicle’s license plate number, along with the status of the traffic signal and an aerial image of the scene as evidence. Afterward, the DSS management and storage platform collects the data from each camera, and distributes it to operators for further processing.

The mobile speed measuring system detects vehicles that exceed the limit in all weather conditions. The system features an all-in-one design, enabling traffic police to move the system to different locations whenever necessary. It consists of an 8MP CCD camera with a multi-target tracking radar, offering an accurate instant speed measurement of each passing vehicle with crystal-clear imaging. The IR (infrared) flash lamp ensures excellent imaging capabilities during night operations.

The Dahua team also provided the local transportation department operators with relevant technical training. All three systems are unified on a single platform within the control center, providing Ulaanbaatar with a more efficient road monitoring and management system.
