In order to keep traffic flowing smoothly in the northern England city, Leeds Council has taken delivery of a new CCTV car from Videalert, which will be used to provide unattended enforcement of a range of offenses, including parking on city center bus stops and school ‘keep clear’ zones.
Leeds City Council’s new mobile enforcement vehicle is equipped with a complete suite of Videalert software applications, enabling it to be used for a wide range of traffic management applications. At the end of each shift, recorded data is uploaded to the Videalert Digital Video Platform (DVP) that is already used to manage the council’s extensive network of static cameras which, in the first year alone, delivered a 90% reduction in the number of motorists illegally driving in bus lanes. The Videalert system automates the construction of video evidence packs that are reviewed by trained council operatives, prior to sending confirmed offenses to the back-office processing system for the issuance of penalty charge notices.
Videalert’s state-of-the-art CCTV car enables local authorities to support multiple traffic enforcement and management applications simultaneously, exploiting the DVP’s capabilities. It can be deployed for unattended or manual operations to enforce all moving traffic and parking contraventions as permitted and specified under current legislation. The flexible mobile system delivers the highest productivity at the lowest operational cost by combining ALPR with video analytics to automatically capture accurate video evidence of vehicles committing moving or stationary traffic offenses. It can also be used to enforce environmental offenses, such as fly-tipping, as well as community safety and crime prevention activities.
“Videalert systems have consistently delivered the highest level of productivity after a successful two-year pilot scheme, which resulted in a reduction in offenses of more than 74% and faster journey times for public transport users,” explained Mark Jefford, parking manager at Leeds City Council. “The new mobile enforcement vehicle provides us with the flexibility to target key areas where non-compliance by drivers is causing congestion or safety issues.”
