Q-Free renews contracts with agencies in West Virginia and Florida

The North American division of Norwegian company Q-Free, a leading global supplier of tolling and intelligent transportation systems (ITS), has had two major contracts renewed by agencies in West Virginia and Florida.

Q-Free has announced that it will provide operations and maintenance (O&M) services for the Division of Highways (DOH) within the West Virginia Department of Transportation (WVDOT) during the 2019 financial year (FY19).

All work will be performed as per the terms and conditions of the existing Master Maintenance Agreement between Q-Free and the West Virginia Division of Highways (WVDOH). The contract is valued at approximately US$1.4m and begins in August this year.

In 2008, Q-Free entered a long-term partnership with the WVDOH to provide a state of the art advanced traffic management system (ATMS) platform for incident management and public awareness. This contract was expanded in 2011 to include a statewide traveler information system, and in 2012, the new statewide ‘511’ system was launched.

Continuing the maintenance and operations for the WVDOH project, Q-Free’s services provide 24/7 monitoring and on-call support, as well as a software warranty for all 511/ATMS applications. The company will also perform system configuration and release management, including preventive maintenance, routine code updates, and user management within the system. The contract will provide continued turnkey support and services for the entire WVDOH ATMS/511 platform.

“As we continue our partnership with the WVDOH, our team is proud to contribute to the innovative solutions necessary to ensure the continued success of the ATMS and 511 traveler information system on this critical project,” noted Christopher Melton, managing director for Q-Free North America’s inter-urban and tolling divisions.

Q-Free has also been awarded a contract renewal by the Miami Dade Expressway (MDX) in Florida, covering five years of service for the company’s Intrada Insight video-based toll transaction image review system.

The agreement also includes a provision for three one-year extensions beyond the base term. MDX originally contracted with Q-Free in 2013 to deploy and support a toll transaction processing capability that ensured highly-accurate (low error rate) processing of the agency’s video-based toll transactions.

Q-Free’s Intrada Insight system is currently processing these transactions in a large quantity environment at accuracy rates exceeding 99.95%. A large majority of these highly-accurate results are automated transactions obtained by Q-Free’s best-in-class automation tools embedded within the Insight platform.

Together with its tightly integrated and industry unique manual image review process, the Intrada Insight system offers toll agencies significant savings in overall operational expense (OPEX savings) when compared to more traditional image review systems.

Melton commented, “We are excited to continue our partnership with the Miami Dade Expressway, providing our industry leading image-based tolling solution and related services to support the MDX electronic toll collection program. This has been a terrific working relationship, and the results are proof of the tremendous teamwork displayed by all parties involved in this endeavor.”
