SEA awarded Transport for London traffic enforcement contracts

SEA (Systems Engineering & Assessment) has been awarded orders by Transport for London (TfL) to further develop and provide ongoing support for its Digital Traffic Enforcement System (DTES), and to develop and support a Parking Enforcement Solution (PES) mobile application.

SEA’s combined contracts are worth in excess of £6.5m (US$8m) and include 10 years of support for both systems. SEA, a Cohort plc company, originally developed the fixed camera DTES system, including key software development and hardware provision, before it entered service with TfL in 2009, and has provided support over the entire period. Over 800 cameras are employed for civil traffic enforcement purposes on the TfL road network to help minimize journey times and aid traffic flow, capturing incidents including bus lane, yellow box, and banned maneuver contraventions. The PES is a brand new development to replace an end-of-life on-street enforcement system that was based on older feature phone technology.

The new PES is an on-street enforcement system that is smartphone enabled, and designed to be used by a diverse range of users who are out and about in the city. SEA is partnered in the contract with Mubaloo, an award winning mobile developer with seven years of experience in developing over 250 bespoke apps for all platforms. SEA will develop the PES backend systems and web interface that will integrate fully with the on-street app. By bringing together SEA’s wide-ranging experience in the traffic enforcement domain with Mubaloo’s ability to create highly innovative and productive mobile apps, the end-to-end system will enable TfL’s ongoing on-street enforcement operations to remain effective and efficient.

By contracting a single provider to deliver both the DTES and PES systems, TfL has achieved efficiency savings in a number of areas, such as through the shared use of infrastructure between the two systems. SEA will provide full end-to-end support for both systems, ensuring that very high levels of system availability are achieved throughout the period of the contract.
