ITS Poland announces 6th ITS Congress

The Polish Intelligent Transportation Systems Association (ITS Polska) has announced that its 6th Annual Congress will be held in Warsaw, on May 13-14 2013. The Congress comes at a time when the implementation of intelligent transportation systems has intensified in the country, due to its participation in the first European Union (EU) operational program dedicated to ITS. The program has provided financing for ITS projects that totals over PLN500 million (US$162 million), which will be divided among 10 Polish cities. The Congress will question whether the money will be used reasonably and whether the resulting implementations will meet the project EU’s expectations. The organization will examine whether the country has the resources and expertise to build such extensive and comprehensive systems.

The Congress will discuss whether the country’s ITS community will be able to complete fully-functional, interoperable and open systems, given the country’s lack of experience of procuring such projects, unadapted legislation, market conditions or the lack of national ITS standards. The systems must meet the rules for ITS specification and implementation laid down in the European Parliament’s Directive 2010/40/EU and those of the EU Council on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport, commonly known as the ITS Directive.

The Congress will also take place in the shadow of the largest public contract in the ITS sector in Poland, the national traffic management system, which is designed to cover all the motorways, express roads and selected national roads. The project is important because it will undoubtedly set new standards for future ITS projects in Polish towns and cities. At the beginning of 2012, preparatory work was intensified on the technical specifications necessary to standardize the process of preparing and implementing infrastructure projects using intelligent transportation systems, which involves the country’s entire ITS industry.

The speeches at the congress will be dedicated to: traffic management systems for urban and non-urban roads; public transport management; rail traffic management systems; traffic detection; road traffic speed and vehicle weight supervision and enforcement; parking systems; mobile technologies in transport; passenger information systems; charge collection in public transport; interoperability, intermodality and standardization; and the legal, economic and financial aspects of ITS deployments. The Congress is an established event in the transportation industry, not only in Poland, but also in the rest of Europe. ITS Polska invites the representatives of universities, institutions and companies to both attend the Congress, and also to submit papers and presentations for the event.
