France's heavy truck-tolling project awarded to Italy-backed 'Ecomouv' consortium

France’s Ministry of Ecology, Sustainable Development, Transport and Housing (MEDDTL) has selected Autostrade per l’Italia as its preferred bidder for France’s heavy truck-tolling scheme, according to the company. The contract follows a tender procedure launched in May 2009 and involves the implementation and operation of a satellite-based toll system for heavy vehicles weighing over 3.5 tons, using part of the country’s road network of approximately 15,000km (Eco Taxe Poids Lourds).

The 13-year contract could yield more than Euro 2 billion of expected revenues, and includes an initial 21-month design and construction phase, followed by operation and maintenance of the system for 11.5 years. The project will be performed by the Ecomouv consortium, set up by Autostrade per l’Italia (70%), Thales (11%), SNCF (10%), SFR (6%) and Steria (3%).

“The result of the tender called by the French Government – which attracted bids from leading French and international industrial and technology groups – is due recognition for the Group’s leadership and world-beating expertise,” according to Atlantia’s CEO, Giovanni Castellucci. “We play a leading role in the automated toll collection sector in Europe, having been the first to launch Telepass in 1990 – a system now used by over seven million people and the most widespread form of toll payment in Europe, and having developed the first ever free-flow, multi-lane toll collection system to be used throughout a national road network for the Austrian government in 2004.”
